I'm afraid I've made this same mistake on the forum before, so don't worry about it...
That's not actually a bug. The rule is that if you are adjacent to an enemy unit, you must always attack that unit...you can't target units further away. 
Also, to make things easier for the DoW team, when you find a bug you can report it directly to them by filling out a Bug Report Form and sending it in. Be sure to read all of the directions on how to send the report and what to include because they can't process partial reports.
Keep playing and keep searching for those bugs!!
