 Major Obstacle... Something extra to reach Lt Colnel?

Without repeating the basic requirement to get promoted to Lt Colnel...
Has anyone ever figured out what the "extra" requirement is?
I'm pretty sure I've covered the basic requirement of numbers of battles per side per theater. I've even cross checked that the scenarios that don't count aren't in my count...
But... Not there. I'm missing something.
Advice welcome,

Have you read this thread?
The requirements for promotion to Lt Colonel have been extensively discussed in other threads.
The fail safe way is to keep playing, keep winning your share across all fronts against a range of opponents.
