Yeah, I am going to do this, find out who are the true experten.
Rank alone is not enough, as you can get that through mere persistance
Neither is high rating (as you can get that by not playing all the scenarios), though that will be the base.
So to come out near the top, you need to be a broadly based good player - not just high ranked or high rated.
Official Ranking will count:
1-20 10
21-40 8
And so on down to 100
In addition you get +1 for each 1,000 games played
SFTF Ranking will count
1-10 10
And so on down to 50
In addition you get +1 for each 500 games played
Ranks:
Brig +10
Col +8
Lt Col +5
Maj or less 0
If you are Major or below, you have not yet played and won all scenarios once as each side
If Lt Col, you've only done so once
If Col you have done so twice, and played 25 cadets as an Lt Col
Medals:
The only one I was going to count was advanced historian at +2
The rest are either too common or too luck based

There are other medals I'd recommend - look at the expert or specialist medal categories, and even 2 honour medals (Desert Rats + Afrika Korps).
Medals that you have to play for are worthy, not those which recognise luck.
I still think this ranking is biased to online points rank, I've dropped 50 positions playing (some of) the new scenarios.
By the time I've played and won all new scenarios from both sides I expect to have dropped a couple of hundred ranking positions as I play a wide range of people not just those with high points.

SFTF rankings tend to be lower, as fewer games are played there.
Ratings on any ELO basis tend to inflate over time

My aim is to find the best "all round players", neither rank nor rating will achieve that. Though as noted above, rank alone is just a matter of persistance, effectively I am taking rating and weighting it by rank and other criteria
I will do this globally, probably on 1/1/13.

Higher rank, greater than Major takes more wins, more dedication to playing.
Desert Rat, Arnhem, Iwo Jima, Flags of our Fathers, Omaha, both commando specialist medals all take effort to win, not just luck.

Yes, but that is weighted into the rank, you cannot be an Lt Col without having all those
The two Commando Specialists have several pages of winners, making it impractical for me to check

Van Voort, with the ranking system you propose I think players who play a lot will come out on top. Will your ranking not be a list almost identical to a list ranking who has played the most games?

I am not sure about that until I do it
Of the top 20 ranked players, only 6 have played more than 1,000
And there are not that many overall who have played 2,000 or more
I might add in 1 point for winning one of the Tournaments

Very tight at the top, if Lespieuch had made Brig - which he seems very close to doing, he would have pipped Quit
Phread, Stevie and Nygaard suffered from not having a top 50 ranking in SFTF
Note that I only looked at:
Top 100 players by offficial rank
+
All Flag Officers
+
All advanced historians
The 127 players listed here are not necessarily the top 127 that you'd get if you rated everybody according to these criteria (but that is not going to happen unless DOW send me the entire database...)

I am not sure I truly deserve to be that high.

But if I had to establish my OWN top ranking, among the 10 best players I have met, you would find :

I was fortunate to have 2 wins before I went on holiday that took me from #48 to #28 in the DoW rankings. Otherwise I think I would not be in the list above.

It would bump you down to below Nygaard, so you would still be up there
Ratings are very grainy with not a lot of difference, if I had the chance I would do it based on absolute rating, probably using a non-linear scale

Well, you are the best ranked player across both ranking systems
The only reason you aren't top is advanced historian
Jryan is 26th based on Official Scenarios and Rank
Droopy is 62nd based on rank and games played only, not in either top tier at the moment
Lujo - don't know, not in the 127. Possibly not active, there are lots of good players who are not
