Anyone know if there are any plans to create an Overlord Command Deck like they did for Breakthrough?

They already did...

It's called the Overlord Deck and is available in the Operation Overlord expansion. I believe it is out of print right now so it might be kind of hard to find, but the cards are all redesigned to make Overlord play more clear.

In my opinion, the BT deck improves BT battles more than OL deck improves Overlords.

True, the Overlord Deck wasn't designed to add anything brand new. It really does a great job making the Overlord Rules more clear so people don't have to look back at the rule book nearly as much. Razz

Sadly, they could have done more to make an improvement over the double deck. For instance the cards don't show that Pincer Move, Recon-in-Force and General Advance are "limit-one per field general" cards like Tactics cards. I take Pincers out now, but I think they could have made them as 2+2 cards, like Genral Advance.

I agree, I like having more cards and a different spread in the Breakthrough Deck. Playing those scenarios like Suomussalmi, where's there's 2 Artillery Bombard is interesting. That card replaces Air Power there, but there should have been 2 ABs in the deck anyway.

Some of the Overlord scenarios seem to be decided on the Left or Right flank. So if I wanted to make a deck specifically for Overlord, I think I'd want the Lefts and Rights to have the same number of cards in the deck as Centers. (There's more Centers than either flank, and doubling the deck increases the margin.) Unlike the normal board, there doesn't seem to be much opportunity for crossing sections.
