question regarding elevated terrain

Under Line of Sightin the Elevated terrain on page 63 of the rule book it states:
An Elevated Terrain hex blocks line of sight, except from an adjacent Elevated Terrain of the same height
Im a bit confused as to what that means. Archers can always shoot up to the elevated hex correct? just not over it. And an archer on an elevated terrain cannot shoot over anyones heads correct(silly question i know )
Am i making any sense?
For instance:
lets say A and B are both elevated hexes and x is a regular country side hex with a ground unit. Could archer A shoot over unit X and Hit unit B?
