It seems that most people even with intense auctioning (which is the only way to play IMO) seem to end up producing every show they set out to produce. There seems to be an over abundance of money within the game. To me this robs the game of some strategy.
Due to this I was wondering what some people might think of the idea of a 'trade tax'. Meaning...the players trading with each other during the third phase owe a certain amount of money to the bank in order to trade with each other. This could be on a 'per trade' basis, or on a 'per tile' basis. To me this would solve the problem of too much money and make it slightly more difficult to simply trade to each players delight and get exactly what each player needs.
Has anyone thought of this or ever played this way before?

With intense auctions, I've only found the completion rate to be about 95%... but non-completion us usually only one token missing.
But, it often is possible to reprise a prior show for more if your intended is not going to be complete, especially if it is missing 2 or more tokens.
It's usually 5 programs, sometimes 4, performed.
Now, without intense auctions, I've found it tends to be both far more likely to not complete (due to fewer tokens in play), and typically only 4 get attempted (since fewer medals and extra-build tokens get auctioned off).
