Even if Heroes is fully or mostly designed and put together by DoW, FFG will have to decide whether it fits their vision for the game, possibly (i'd say probably) make some at least minor adjustments here and there, and then on top of that, they will have to redesign manuals, boxes, etc. for their logo.
They may even do more design, if they feel they want to change the artistic flavour of the game. DoW is all about bright and colourful (even in Memoir '44) and FFG is more about dark and gritty in their designs. They may decide to change the artwork for the game a bit, if just to have something their own artists are more used to producing.
Anyways, that's all to say that I would be highly (but happily) surprised if FFG released the heroes expansion to Battlelore before the end of the year.

Even without all that, FFG's release schedule is horrible. Absoltuely impossible that we'll see any sort of expansion coming through FFG for Battlelore before 2009.

And I still hope that there's something on... Imagine FFG bringing out a new expansion very soon - we would be grateful for ever and buy all the other stuff from FFG too  hm-- let's say some uf the stuff 
FFG would have a big start with BL if they'd bring an expansion before 2009-
