Welcome to the light!
I found that as long as I get my fingernail or a knife blade between the plastic case and the cardboard base (not the map envelope), the plastic comes right off! I got lucky on my first few ones but then ripped one accidentally just the other day because I wasn't paying attention.

Is there anyway I can get the card itself off (so that I can see that lovely Tiger)

I haven't tried to get the cardboard off, so I can't say. I don't know if that's possible though.

I managed to get the cardboard and the plastic of the Sword of Stalingrad pack intact, so I use that as storage for my combat cards.
I used a very sharp knife(small kitchen knife) and slowly cut along under the cardboard, and made sure the blade was angled towards the cardboard and not the map folder. It worked fine.
I also did this with Hedgerow hell , but on that I tore up the folder a bit. I just taped over that with some clear tape. Works fine.
