Kursk and "Overlord" question.

We're going to try out the "Kursk" scenario on page 19 of the "Eastern Front" booklet. We will be playing one-on-one. This is an "Overlord" type scenario. The "Operation Overlord" rule book section "playing with expansions - Overlord in the Eastern Front" on page 6 seems to be saying that *all* "Overlord" scenarios involving Russian troops are played using "Russian Command" rules, but the "Kursk" scenario doesn't say that they are supposed to be used. So, are *all* Overlord - Eastern Front scenarios supposed to be played using the "Russian Command" rules?

No. Those rules are scenario specific and are mentioned in the scenarios notes when in they are in use.

And, specifically, Kursk OL does not use the Russian Command rules.

The Russian Command rules are used for scenarios up to Stalingrad, as the Russians abbandoned the Double command system in late 1942(november I think) during the Stalingrad fighting.
So as a rule pre-Stalingrad scenarios use Russian Command rules and post-Stalingrad scenarios doesn't.
