Situation:
1. you have ghouls in decline
2. choose a race with dragon master
Issue:
Dragon does not appear until your next turn
This happened to me 2 times, once with Dragon Master Orcs and Dragon Master Skeletons.

I can also confirm the below bug.
I did a screen shot of the bug as well. In my case, it was Dragon Master Dwarves - so it seems that this error should be relatively easy to duplicate.

Just adding my confirmation of this bug, happened for me with ghouls in decline and dwarf/dragon master combo, no token till 2nd round.
