Knowing that the Winter Wars expansion will be shipping any day now, I took a look at the rule book. (Some great stuff! For anybody who hasn't ordered it yet, it looks to me like a must-have.)
For the extra "On the Move" orders on the revised Section cards, it says, "Units that are On the Move may be ordered in ANY section of the battlefield. They move as normal, but may not battle this turn."
What about non-battle actions that units sometimes perform?
May an infantry remove wire? (I think not, since that may be done only when an infantry is eligible to battle.)
Does an engineer safely and automatically remove mines? (Again, I think not, since a mine explodes if the engineer is not eligible to battle.)
May a plane do Interdiction or Ground Support? (I assume Kamikaze is a no-go. I guess the other two actions contribute directly to battle, so they'd be out.)
What about Storch Rescue and Recon? (Good question.)

In case of "on the move" a unit may not battle, so an infantry may not remove Wire instead of battling.

What about Storch Rescue and Recon? (Good question.) The Airpack-rulebook says on p.6: "Airplanes do not battle in the traditional way. Instead, an Airplane may use its "air battle" action to accomplish a single Special Action from among those available to its Aircraft type." In case of Storch Rescue and Recon this actions are "air battle" action, so I think they are not allowed.

I think too, that this Winter Wars expansion is really great stuff! The new BT-commando cards are awesome

I think the "On the Move" is supposed to help you move units, and everything else is offline. That's my interpretation.
No removing anything, no hospital/oasis recovery, no special air actions, only movement.

Yep, i'd agree. This is about speeding the game up over the Breakthrough distances so movement only for me.

I had overlooked the fact that Rescue and Recon are under the category of "Air Battle Actions." I agree.
It's movement, and nothing else.
