It's not the way it should work.
1. Do you see the price of the map to purchase, indicated in the lower right corner of the panel?
2. Do you have an animated spinner replacing the buy button when clicking on it?
3. Is your iPad connected to Internet ?
4. Have you activated any parental controls that would prevent you from buying in app items ?

Thank you for your help!
The answers:
1- yes, there is a price (0.99) at the lower right of the screen,
2 - no, the spinner stays 'frozen'. Nothing happens. There is no change whatsoever,
3 - yes, it is wi-fi connected. I can download apps from the App Store, surf the web,send/receive e-mails, etc... I just can't make these in-app purchases,
4 - no, I haven't activated any parental controls. My kids only use this particular iPad under my 'supervision'.
Well, I'll keep trying.

I just bought the app but I don't see how to download the other 3 for .99 each. Is it inside the app itself? There is no buy button. Please help!

Inside the App itself, on the first screen, take the ticket in the conductor's hand. This opens up a drawer. Put your finger on the box of Ticket to Ride USA in the upper left of the drawer and "scroll" your finger right or left to make the other expansions appear. You can then buy them via the Buy button that will appear in each of the applications' descriptions.

I had the same problem. Restart the iPad pressing Power and Home buttons together and slide the slider to the right.
Wait a few seconds and press the Power button for a few seconds until the Apple logo appears. Wait for the iPad to restart, go to Settings and disable 'restrictions' completely. Not only 'in-app purchases' OFF. Everything OFF.
Try to open the app again (connected to the internet) and see if the 'BUY' button is not greyed out and if there's the price at the lower right corner besides it.
It worked for me. Hope it does for you too.
