First round with invalid placement of tokens

Hi,
i started a game where AI placed wizards (without flying) in the center of the map instead of the coastial regions....
Funny thing is that when my turn came (at 1st round) i was able to place my tritons anywhere on the map....(no flying either)!!!!!!
Isnt that against the rules....?????????

that was a misunderstanding of the rules......sorry for the inconvinience......no bug....
