Looks interesting. Just one little note to help with readability:
*I like to have the labels off to the side of the terrain they are labeling. I like this because if the words are directly on the hex, they often cover important things like Sandbags and such.
Other than that it looks like a well developed scenario for your first effort!

Private or public get set in the " Battle Info" tab, top right
Whether other people can see it or not in M44 online depends on what you save it as on M44 online
Because while you can design any number of scenarios and make them public, only 1 can be availible to play at any one time.
You have made yours public, I can see it
But it is saved under Western not Eastern

Tried it both ways against Hermann
As allies:
6 v 5
As Axis:
6 v 3
I expect that with a human player the Axis will be able to better leverage their Artillery and Tank, but won't be faced with the Poles charging out of their positions at the first opportunity
