Hello deemao,
the thing is that the What If Event states:
| CB 2 Fall of Poland - What If Event @ Page 70 |
Fortifications: The Polish player may deploy an extra 3 wire and 1 bunker for both the Hel and Kepa scenarios. These defensive elements can be placed anywhere on the board but not in contiguous adjacent hexes.

That is the reason why we are asking if they can be deployed or not in hexes where already there are enemy units.

If it says "anywhere on the board," it means "anywhere on the board." I'd interpret that to include hexes that enemy units are on.

I'm with Sam and think it's pretty clear. So yeah, you can put it anywhere even at hexes with Wehrmacht.

Well..only Richard can give you a final answer, but even it's not much logical, I say - yes, he can place a bunker on artillery. Why? Because it's in rules.

So what you are saying is that he wants to place a "Polish" bunker on a German artillery unit? I am guessing that he wishes to do this so that that arty now has to remain in place?
That raises a few questions. As it is indeed a Polish bunker, does this mean that the German arty does not recieve any defensive benefits from that bunker (as that is usually the case with bunkers). Or does the bunker automatically become a German one after being placed there. Nice thinking outside the box, but a bit too illogical for me.
I can go along with the wire being placed in enemy hexes but the bunker is Polish and meant to directly benefit the Polish side (to provide cover for a Polish unit) and I would say that it should be placed in an empty hex or one with a Polish unit.
