 Escherbot cheats

At first I thought I was mistaken, but after carefully watching which train cards Escherbot uses to claim which routes I saw him using tunnel cards to claim non-tunnel routes. Essentially using tunnel cards as regular wild cards. Is this a bug or is Escherbot programmed to break the rules? I have screen shot proof and I am playing on iPhone 4

Which map is this happening on? The only map where Locomotives are Tunnel only is "Switzerland". All the others Locos are wild cards for anything.
Well except for "Nordic Countries", buy there is no DLC for that, yet.

Switzerland, on the iPhone, Escherbot is only available as an opponent on the Switzerland map. He uses tunnel cards as though they were wilds. It is especially frustrating when he uses such tactics to claim a non-tunnel route while I'm trying to collect the proper colour.
