The scenario editor has never been right on the number of straight roads. I made a scenario with 20 hills, 20 woods, 23 straight roads, and 8 villages, and 6 straight RR hexes. The editor says I am three straight roads short.
By my calculation there are
Forest 20
6 forest/river curved
14 forest/straight road
this adds up to 20
straight road 23
5 straight road/straight river
2 forest/straight road
12 straight road/winter village
4 hill/straight road
this adds up to 23
hill 20
2 hill/road RR crossing
6 hill/straight road
1 hill/road intersection
6 hill/straight river
5 hill/straight road
This adds up to 20
Winter village 8
5 road fork/winter village
1 winter village/road y junction
1 winter village/road intersection
1 curved road/winter village
this adds up to 8
Straight RR 6
3 curved road/winter straight rr
3 hill/straight rr
this adds up to 6

Wow, I don't know...my head hurts. I tried to understand your listing of tiles but it doesn't add up to me.
Best way would be to set it up physically yourself and take a picture.

I saw later in the post that you refer to winter villages, so I assume you are referring to all winter tiles that came with Winter Wars set.
Here's my setup order:
Take 20 Winter Forests / flip side: 6 curved winter roads, 14 straight winter roads (set aside 2 WF w/straight winter roads).
Take 23 straight Winter Roads / flip side: 2 WF, 5 straight Winter Rivers, 12 winter villages, 4 winter hills (set aside 3 straight WR w/winter hills).
Take 20 Winter Hills / flip side: 3 straight winter roads, 9 straight winter rivers, 1 winter Road X, 2 winter road+RR X, 5 straight winter RR.
Take 8 Winter Villages / flip side: 8 various non-straight winter roads. (1 WV/non-straight left over).
Take 4 straight winter RR/ flip side: 1 winter hill, 3 curved winter roads.
12 winter tiles leftover that don't match any you want face-up, +1 with a winter village.
So you're short 2 straight winter RR or 2 winter hills, or 1 each.
It was always difficult to set up Winter Wars scenarios, because of which tiles they put on the back of other tiles. I had to write specific instructions, like the above.
Even before I got to the RR, the validation gave an error with 20 forests + 23 roads (both winter). So the editor must not have the code to do a thorough check of all possibilities, like your scenario. It's happy with 20 forests and 22 roads (when it should be 24).
Here's some problems:
My set has 22 winter forest, but the editor only recognizes 20;
My set has 40 straight winter roads, but editor only sees 36.
