You cannot use DIG-IN on any water hexes.
From the FAQ:
Quote:

Q. Are there any restrictions to placing Sandbags?
A. Sandbags may be placed on any countryside or terrain land hex,
including a hex with a Bridge. Note: Sandbags may not be placed on
Ocean hexes or Fords as they are not considered land hexes for this purpose.

So even though the RIVER is FROZEN, it is still a water hex. Or to think of it in other words, it is NOT a COUNTRYSIDE or TERRAIN LAND HEX.

Hello,

Yes, common sense may say that we can't place a sandbag in a frozen river, in the same way they can't be placed in a ford.

Also, Dig In represents more than placing sandbags - you gotta dig some dirt too. I would say that is impossible on a river frozen or otherwise Laughing

Dig dirt on the banks move it on the river

Or use snow

++++++++++++++

Not saying either of those are GOOD ideas, but I was dead set on doing it that's how I'd go about it.

Anyway, game question is asked

It is a reasonable question. Any soldier would cover up as a preference to being in an open field of fire. However, think about it. Frozen water is flat and has no cover, it would always be better to put a defensive position on an embankment where you had the enemy approach across the river (open field of fire) rather than being in that open field. A clump of anything in the middle of a river would attract attention and gunfire or shellfire. It would stick up on the horizon.
Also, water follows the low spot or ravines. better to be on the high ground. Just don't get caught out on the ice with your pants down is what most sergeants would tell you.
