Ticket to Ride stopped loading on my Win8 SurfacePro... any ideas?

I'm hoping someone here can help me because after a recent windows update I am not able to play the game at all.
I was playing the game consistently with no problems for a long time, but after a recent windows update I started getting an OpenGL error each time the game launched. After reading the forums I found and downloaded the new video driver for my Surface Pro (Intel® HD Graphics 4000) and then it worked no problems for a while, after some time I started getting a generic error "Ticket to Ride did not shut down correctly last time you tried to play". So again I looked online and found that some debug steps had people delete the following folder after uninstalling the game (C:\Program Files (x86)\Steam\steamapps\common\ticket to ride). Then I reinstalled the game.
Then what I was getting was the game gave the same "Ticket to ride did not close properly last time", but would load and all I can see is 1/4 of the interface which takes up the entire screen.
This happened for a few re-boots, but now it's just not launching anything after the general "Ticket to Ride did not shut down correctly last time you tried to play" error message. So, I've already downloaded the most recent video driver for my system, already did an uninstall, and already cleared out the steamapps\common\ticket to ride\* contents and did a re-install.
Is there anything else I can do? I have no other problems on my Surface Pro, and when I go to device manager it says my Intel® HD Graphics 4000 display adapter is working properly (version: 18.104.22.16862).
