In using reborn, on your first conquest with your new race, can you switch an in-decline for your new race on one side of the board, then do your first conquest on the other side of the board? For example, my reborn elves are in decline, and I'm coming in with were-amazons, can I turn my elf into an amazon on one side, then begin my conquests on the other side of the board since it's my first turn?

Looking at the rules that would be a fine move. Using Reborn doesn't require you to be anywhere adjacent to the In Decline race, so you should be able to do that.

But normal conquest rules do require the adjacency.

I would say no. I think you would have to choose either to come in from one side of the board or to use Reborn and start adjacent to the reborn region.
