If you encounter another player when you enter a room in the Cloister, do you get to ask a question? Is the Cloister treated the same as the rest of the rooms ? Thanks!

Yes you also ask questions in the Cloister. The only rooms you don't ask a question in are the Confessional and Cell, since there can only be one player in them at a time (unless you get caught by the owner).
