Malediction

Hello
In Tales & Legends, the Malediction card reads: "At the start of this turn, each player must abandon a region.." and then "..A player who goes in decline is unaffected". Based on DoW answer in another thread (see: http://www.daysofwonder.com/en/msg/?goto=198279#msg_198279), abandoning regions takes place for all players as soon as the game turn starts.
A question that rizes is what happens during Malediction when a player other than the first player, controls an active race and wishes to decline. Does he have to announce his decision to decline before the beginning of his turn in order not to abandon a region ? This is the only way I could think of, in order to apply what the cards reads. However, it introduces a huge benefit for the first player who knows what his/her oppenents plan to do beforehand..
Another (more balanced?) way would be to abandon regions during each player's turn but this would mean that the card wiil have to read "At the start of his turn,.."
