Capture of Tobruk overlord - air sortie

Just a question I posted on BGG a little while ago that hasnt been cleared up yet.
In the rules it states to give the axis both air sortie cards but The overlord deck comes with 4, so do you take two and put the other 2 in the deck or put the other 2 aside or do you take all 4?

Personally, I'd play it as 2 to Axis and 2 in the deck. That scenario slants heavily toward Axis even without the planes.

Aussie, I asked this question in this forum, but can't find the location.
The answer was that in Overlord scenarios, all 4 Air Sortie cards are used.
So.. in answer to 'our' question: Axis gets 2 Air Sortie. The other 2 are shuffled into the deck.
