Is there ever a situation when an artillery unit fires with fewer dice as a result of the target being in a protected terrain?

wow..no protection from bunkers, towns, etc.
It just doesn't seem realistic. Even though the basic rules state certain things to keep the game simple, which I totally understand, it still seems like this issue could be changed with a house rule and it wouldn't be unrealistic. Thoughts?

You will find a WHOLE lot of rules that are not "Realistic" in Memoir '44. You can go ahead and play by whatever rules you want at home, but the fact is if you go changing all those things about Memoir '44 you eventually end up with a different game. For those of us who enjoy the major FUN value of Memoir '44 and the fast rate of play and excitement, well it just wouldn't be the same.

One thing though, Artillery falls where it may and it doesn't care if it falls on a town, bunker, ect.
I can see that in a hardened bunker you would have some protection, but I think you really wouldn't want to be in a bunker that is being hit by artillery. I think the concussion alone would cause some causalities. Maybe I'm wrong.
I have a rule in my air rules that bombs dropped on a bunker do half damage unless a grenade is rolled (which means a lucky hit that damages the bunker enough to render it useless).
Also in my rules, when bombing Japanese infantry in caves, only grenades count as hits. (they bombed the heck out of Iwo Jima and didn't inflict many causalities).
Maybe you cold modify some of these rules for your artillery home rules.
