Mosaics and Building a Sanctuary

After laying a mosaic piece and creating a closed garden area, the rules mention "... in which no further mosaic can be built." Are players allowed to look through the remaining moasics in the quarry to make this determination?

I believe that the players can determine if any piece can fit in the sanctuary. They may look through the pile but they may not reorder the pieces.

Having played the game now, I can also add that the summary card shows the 12 different mosaic pieces. This was also helpful in determining if a peice might fit.
