Does a diagonal form a closed area? Does the Sanctuary rule rely more on the fact that other pieces cannot fit within?

A Sanctuary is defined as an "enclosed" area in which none the remaining mosaic pieces will fit.
Individual diagonal squares are not part of the same area/sanctuary. They would be seperate from one another. (They would have to be joined by other empty squares on their "sides" to be part of the same area.)
