My question is does using the flying carpet constitute a 'legal move' for the purpose of starting a new round.

For example, if player 4 makes the last move in a round and there are no more legal moves visable on the board, instead of the game ending, can player 1 announce they have the flying carpet and cause 1 more round to be played?

Short answer: no. The Flying Carpet can only be used during the “Move Meeples” phase of a players turn and thus couldn’t be revealed at the end of a turn. The game end condition states that there are no more legal moves (presumably on the board) at the end of a players turn. Flying Carpet essentially allows you to break one of the rules governing a legal move and wouldn’t meet the definition anyway. However, you could use it on your turn after the game end has been triggered by a previous player to get one more “move”.
