High Priest and End of Game

When a player ends the game by moving Cleopatra onto the 5th step, do you roll and potentially visit the High Priest before the game ends? Or does it end immediately without rolling/visiting the High Priest?

Page 5 states the game ends the moment Cleopatra makes her inspection - which means as soon as she reaches the 5th step, the game is over. So no rolling to the High Priest after that.
