My understanding of the cardinal is that when a merchant card comes up, each player is asked whether they want to play a cardinal to delay the sale until their go. Reading from the rules:
"The decision to use a cardinal or not is announced in clockwise order, starting with the first player to the left of the current player".

The rules also state:
"If two players play a cardinal, the sale is delayed until the one furthest away from the current player in clockwise order is reached and plays".

In a recent online game the final merchant came up and it was my go, I was asked whether I wanted to use my cardinal and I said yes. However my Right Hand Opponent said she also had a cardinal, but she never got asked whether to play it - is this a bug?.

This could have been a game swinging event. The way is worked I got to delay the sale just long enough to play a favourite and two forgers on her and she didn't get another go. If she had been able to play her cardinal she might have been able to combat this.

More data on this - I have played a few games now and find it is scarcely worth buying a cardinal in the online game as you almost never get asked whether you want to play them so they usually languish in your hand with no use at all.

I haven't played Queens Necklance for a long time online, but maybe the problem is, that you can not play the cardinal when YOU are the current player. Only the two others can use it. So, maybe that might help you.

I think the online game is not as predictable as that, and the rules that come with the card game don't mention that restriction! In fact they specifically stipulate that Everyone gets a go to play a cardinal when a merchant comes up.

Just to verify. I have never been unable to play the cardinal when I was in a position to do so. The only times I have not been offered the opportunity is when the merchant comes up right after my turn, in which case, according to the rules, I should not be able to play the cardinal regardless.

Point is: I don't think there is a bug. Just that some people are misunderstanding the rules.

Hmm, I have carefully reread the rules and I think you are right. If the merchant comes up when the new cards are revealed at the end of your go then the rules say that you do not get a chance to play your cardinal. This means that the cardinal can only be played 50% of the time in a two player game.
