The card reads:
At the end of his turn, but before scoring, each player may discard 1 to 3 of his in decline race tokens from the map and immediately receive 2 Victory coins in exchange.
This card makes no sense other than to assume that it means that you get 2 Victory coins for each of the tokens you discard up to a max of 3 (i.e. and get 6 Victory coins). But that isn't what the card says. The card says irrespective of whether you discard 1, 2 or 3 you'll only get 2 Victory coins total.
What is the 'official' interpretation of the card?

As a group, you can decide how you want to play it...we have always played that you get up to 6 coins.
