The word Blitz doesn't appear in the rule booklet. My guess is that's implicitly adjusted via the number of Air Combat cards in the Air Superiority table or (though this won't help on pre-existing scenarios) scenario rules.

Follow the normal rules for giving out air combat cards (+1 for the side with historical air supremacy)...
However this can be altered further. In some of the new official scenarios they suggest different numbers (e.g. 4 cards for one side, 1 for another) In fact, one new scenario 'Battle of La Heunière' in the special rules part it says 'NEW FLIGHT PLAN (AIR STRIKES): The Allied player draws one extra Air Combat card at game start.' With existing air supremacy rules that would mean 2 cards to Axis and 4 to Allies.
So, for any old scenario that mentions air strikes, I will do something similar.

Since the airpower card has to be removed if you play with the NFP I think this action has no effect and can't be played. Just apply the NFP rules.

Or as said in another thread on this forum:
"The New Flight Plan - Air Rules supersede all previous Air Pack rules, Summary Cards and any previous scenario specific Air rules." New Flight Plan rules page 2.
Air Strikes and Blitz are on summary cards. So I guess those specific air rules are ignored in favour of the flight plan rules.
