When you play train cards, at the end of your turn do you then replace from the draw pile as many cards as you played or do you just replace enough to bring your hand back to the initial 4?

Neither. When you play cards from your hand, that's your whole action. You do not draw any cards to replenish your hand.

Your next action can be to take cards (two cards or one wild) but you never get to draw cards for free.

So that means that many, many turns will have players just drawing train cards for their whole action - correct?

Correct. As you use up your cards, you'll spend turns collecting cards back up so you can spend them again.
