Dutch Open 2020 rule question

Dear Dutch friends,
I am about to play the scenarios of your latest open and I have a question regarding the camouflage rule.
It says:
"Use the Camouflage rule, but only with the Camouflage Combat Card and Camouflage tokens are limited to 3 per scenario."
How does the 3 tokens limit apply ?
Since there are already 3 camouflaged Japanese units on the board, does the rule mean that the Japanese player can play the Camouflage Combat card only if one of the 3 existing units has been revealed ? Or can he play the card and have 4 camouflaged units on the board ?

Hello Tinsoldier,
great to see you're willing to play our scenario's.
The camouflage rules says you're limited to 3 camouflage tokens for each scenario. So if you start with 3 camouflaged units you have to wait until those units are revealed to get more tokens to put elsewhere with the combatcard.
In other words: You can never have more then 3 tokens on the board at any given time.

Don’t forget the “jungle on hill”
Maybe Jeroen can send you a picture of the custom made tile.
On the other hand, one can use substitutes, like mediterranean palm forests for jungle and desert hills.
