Does the Terrain stop movement for EXIT markers?

I'm currently trying to work out if the Terrain underneath an Exit marker stops movement or not.
I.e. I have an Exit marker on a forest tile. My infantry move into the forest - would he then be able to exit with his "running" move? Even though forests normally stops further movement?
This is currently how the "Breakout at Klin" works on BGA - if you get into the town and still have move left, you can exit. But I'm pretty sure it's a mistake.

You would still have to stop and you could not exit the board on that turn. You need to have movement to actually leave the board, not just get to the baseline hexes.
Sounds like a mistake.
