Ticket to Ride Track Switcher

I managed to find a solution for level 8 in Ticket to Ride Track Switcher that solves the puzzle in 5 steps. The card itself says the minimum steps to complete the level is 7. Am I doing any illegal moves or is this just a mistake from the game creator?
My solution is as follows:
1) Blue H --> Blue E while pushing the yellow car to Blue C
2) Blue A --> Blue C while pushing the other locomotive and the yellow car to respectively Blue B and Blue A
3) Blue B --> Connect the yellow car -> move to Grey F with the yellow car connected
4) Blue C --> Blue H
5) Blue H --> Connect the red car --> move to blue A with the red car connected

As I interpret the rules (and as I have understood rules from model railway shunting puzzles), your first two moves are not individual moves. You have to stop the locomotive next to the waggon before you continue in the next move with locomotive+waggon. The coupling is free (according to the rules), but it can't be done while running.
