Out of curiosity I tried on other open spots on board. It allowed me to place on:
- Charleston - Miami (4 Pink)
- Seattle - Calgary (4 Grey)
But not:
- Winnipeg - Sault St.Marie (6 Grey)
- Duluth - Toronto (6 Pink)
What's that all about?
Here's a pic:

It's because you didn't have 5 trains to place...if you look down in the circle under your Avatar, you'll see that you only had 4 trains left.
Sorry, but you can't place trains you don'e have.

Yeah, as with rasmussen, can't build what you don't have.
This must be the worst feeling; ONE train short.

From my knowledge of the mobile version, dragging one train over the board takes one away from the stock at the bottom. Nevertheless, Jon had at least 4 pink AS WELL AS A WILD, so the route he is hovering over should be claimable.

I think you're mixing Small World and Ticket to Ride. In Small World, dragging one token over to the region you want to attack uses one of the tokens. In Ticket to Ride, pulling a card over the track doesn't impact the number of trains you have available. I think you're looking at it the same way the OP did...he has plenty of cards but he doesn't have enough trains (the actual trains).
He didn't have enough trains to claim the route, a mistake I've made before as well.

At least in the Steam version, the number shown on a stack decreases by one when you "pick one up" to drag over the map. This appears to be a display issue only, and does not affect the count you can use -- so he actually has 5 pink (4 in his stack and one in his "hand"), one orange, and one locomotive. Being unable to claim that route is clearly a bug.

This is NOT a bug. Again, if look at my first post, and at the initial post, you'll see that his inability to play has nothing to do with the cards he is holding!!
Yes, he has plenty of cards. That's what confused him as well...he has enough cards and thought he should have been able to claim the route. But he does not have enough trains!! Cards and trains are not the same thing...
I'm not sure how much clearer I can be.

Not enough physical train carriages. Cards aren't relevant in the situation. You clearly have enough cards, it's the physical carriages that you put on the board that you are short on.

No worries... I hoped drawing the idea to an actual board game would explain it better.
You have 45 little trains that you put on the board. They're like money, once they're used, you can't use any more!
