I liked your old idea (#1 vs #2 - #2 vs #1 - tag - #2 vs #2 - #1 vs #1) better - as in tennis ...
If you think that there is too little tag in it make it 3 tags and best of 7.
But I think every player should at least play one 1 vs 1 game.
(yes, correct - being a likely #2 I'd find it sad to play only tag ... my 1 vs 1 game would never take place because we will have won by then )

ok erps for the quick tournament. Now I am 12 hours different that the Germans! I am NOT going to play my matches at 3 in the morning. So lets make something a bit more reasonable eh? And help out those other poor USA boys and girls also.

Proposal (sebb0's idea):
We play 7 games: 1vs2, 2vs1, 3 Tag Teams, 2vs2, 1vs1
The Tag teams count 2 points, the single games only 1 points. So it is not possible to win the match with only winning the singles (you need at least one tag team win).

With 8 to 12 teams we should have 2 groups round robin separated by ranking (for 8: 1 and 4,5 and 8 in first group; 2 and 3, 6 and 7 in second group, overall ranking is used).
As Tag Teams are only considered fair, if a double move in the beginning is avoided, we should use a similar rule for the singles, but i don't have an idea how to do it... Maybe the first single game it is random, the second game the other team has the right to abandon the game if they don't start. Same goes for the third and fourth game.
In round robin a tie is possible! In KO the tag team winning points are considered more worth in case of a tie.
8 teams: Only one final match
12 teams: Semifinal 1-2, 2-1 and final

Um, erps,
bad idea.
Suppose one team wins two tags and one single. They get 5 points. Meanwhile the other team wins one tag and three singles for 5 points. Ties in tourneys are bad news. I would go with either a) 1 point apiece or b) 2 for singles and 3 for tag. The second option seems to be in the spirit of sebbo's proposal, but avoids ties.

Just to clarify things here: Not only a tie overall for a match is possible, every game can end with a tie (for singles it's 0.5 to 0.5, for TAG it's 1 to 1 points spreading). I think in a non KO-system with only one single game between 2 players it's not fair not to count a tie one of the players has fought desperatly!
So, the Rules:
Ties in single or tag team games count as 0.5 / 1.0 points
Wins in single or tag team games count as 1.0 / 2.0 points
A match are 2 singles, 3 tag teams and 2 singles as described above.
For round robin a victory (of a match) count 2 points, a tie count 1 point.
For KO-matches in case of a tie, the winner of more tag team points win the match. Is this a tie too, both teams must play Tie Breaker Tag Team matches till one team wins a tag team (usually one )
Tie breaker after Round robin is the direct clash. If this is a tie too, there must be a Tie breaker as described in the paragraph above (playing tag team matches). Same rules goes for more than 2 equal teams.
With 16 teams we will have 4 groups with 4 teams, semifinal and final (only the group leaders will advance to KO).

Sorry Baron, i don't like the idea of one player playing both players in a "team", that's not my idea of a team play. So please find you a team member, should be not to hard for you with your charming personality. How's Tazilon doing? Of course i can't prevent you from renaming or opening another account and joining the tournament with a dummy team member, but i hope you will not do so (i think one dummy team member is more than enough )

Right, in Round Robin ALL games must be played even if it is decided. But first tiebreaker remains direct clash, in case of an 3 way (or 4 way tie ) the overall points of the involved teams are the next tiebreaker (so if B wins 10:0 vs C, C wins 6:4 vs D and D wins 7:3 vs B it's B with 13, D with 11 and C with 6 points). For speeding up the process the overall points are the next tie breaker in a 2 way tie (after the direct clash) or if all involved teams have the same points in the direct clash (most unlikely, but you never know).

All Tag Team games are played unrated (if one team wants this).
In round robin every game must be played.
Team ranking is based on OVERALL score (both member ELO points added) at the beginning of the tournament (1. April, 12 CEST).
Number one/number two of one team is based on Overall ELO score on 1. April, 12 CEST too and will never change during tournament.

All rules for FED CUP:
A team has 2 members. The better ranked player at the time of the seeding (1st of April, 12 CEST) is called the number 1, the other player the number 2.
In the round robin phase every team is playing one match against every other team of the same group.
A round in round robin is one week. However if both teams agree games can be played before or after the scheduled week. Please don't play more than 2 rounds in one week and don't be ahead with too many matches (like playing all 6 matches after 3 weeks but all other teams have only 2 or 3 matches).
It is possible to play a match not in the week it is scheduled
A match is played 2 single games, 3 tag team games and 2 single games. The first 2 single games are the games number 1 vs number 2 of both teams, the last 2 single games are number 1 vs number 1 and number 2 vs number 2. The order in every single game group is free to choose, but the overall order of the match (2 s, 3 t, 2 s) must be followed.

In every 2-games-group of single games you have to remember the order of the first single game. If in the second game the same team starts the game again, the other player can choose to abandon the game(s) till he starts the game.
All games must played open!

In round robin every game must be played.
In Tag Team matches every form of communication between team members is allowed, but not in the single games!
