Breakthrough scenario 'Operation Amherst' question

I don't own the AirPack so don't have access to 'Actions 20 - Paradrop'. In the core game there is a scenario where you literally drop figures on the board. Is the the same procedure as 'Actions 20'?
The special rules for this scenario says 3 paradrops each with three figures. Does this mean 3 figures are dropped and each unit has three figures for a total of 9 figures or does this mean a total of 9 figures are dropped for 36 total figures? (Provided they stay on board.

Yep, that's the Paradrop rule - hold a figure 30cms (box-lid height) above the board and let go.
I understand the scenario rule to mean a total of 9 figures, with each successful drop being then made up to a 4 figure full-strength unit.
