Historical Background:
The capture of Leningrad was one of three strategic goals in the German Operation Barbarossa and the main target of Army Group North. Finnish military forces were located north of Leningrad, while German forces occupied territories to the south. Both of these forces had the goal of encircling Leningrad, thus cutting off all communication with the city and preventing the defenders from receiving any food or supplies. It is clear that Hitler's intention was to utterly destroy the city and its population. A powerful and impressive monument was built in Victory Square to commemorate the heroic defenders of Leningrad. It's focal point is a broken ring design with an obelisk to represent the soldiers, sailors and civilians who did not surrender to the Nazis despite hunger, cold and constant bombardment.
This scenario depicts the early stages of the battle when the Axis initially wanted to capture the city.

Conditions of Victory:
10 medals
The Allies gain 1 medal for every unit exiting the board on the corner (Lake Ladoga) hex.
The 3 'A' hexes are a majority temporary medal objective worth 1 medal, turn start, for the Axis and Allies.
The 3 'B' hexes are a majority temporary medal objective worth 1 medal, turn start, for the Axis and Allies.

The Allies start with 2 medals.

Special Rules:
Winter rules are in effect.(Actions-26)
Use Air Power as Artillery Bombard.
Russian Commissar rules are in effect. (Nations-2)
Gung Ho rules are in effect for the Russians due to internal lines of communication.(Same as Nations-4 rules for U.S.Marines)
Since reinforcements were continually arriving for the Allies, the Hospital hex within the Allied lines can be used to regain figures. (Actions-18 )
The mines are laid by the Allies.
Frozen river rules are in effect for Lake Ladoga.(Terrain-47)
Sniper rules are in effect for both sides. (Troops-10)
Russian artillery units are 1 figure. German artillery unit is 2 figures.
Place special forces badges on the Allied and Axis units.(Troops-2)
Place engineer badges on the Axis and Allied units.(Troops-4)
Finnish troops follow Finnish Ski Troop rules. They are 3 figures.(Troops-9)
Special weapons assets, early war, for the units with a machine gun(Troops-7), mortar(Troops-7), and anti-tank gun(Troops- 5).
