Historical Background: The Finnish military situation on the Karelian Isthmus was dire as troops were experiencing heavy casualties. In addition, artillery ammunition supplies were exhausted and weapons were wearing out. After failing to halt the Russians at Honkaniemi the Finns retreated to Viipuri and tried to hold the line there.
In the beginning of March the Finns managed to re-open peace negotiations with the Russians. The Soviets however tried to occupy as much land as they could before signing the treaty. And made further demands as their military position was strong and improving. The Finnish government, noting that the hoped-for Franco-British military expedition would not arrive in time, as Norway and Sweden had not given the Allies right of passage, had little choice but to accept the Soviet terms. The formal peace treaty was signed in Moscow on 12 March.

Conditions of Victory: 6 Medals The two hexes of Viipuri are a temporary majority objective for the both players Tali and the Pullinniemi are temporary medal objectives for the Russian player
Special Rules: Winter Weather is in effect (Actions 26) Machine gun early War (SWA 8) Finnish ski troops. These units only have 3 figures. (Troops-9) Snipers (Troops-10) The rivers are Deep Frozen Rivers, this is a special rule for the Dutch Open 2016. Deep Frozen Rivers play like Frozen Rivers (Terrain 47) with one exception: when an infantry crosses only one dice die is rolled instead of two.
Molotovs: For the Dutch Open 2016 we introduced two Molotovs for the Finnish player. An infantry unit armed with a Molotov that attacks Tanks in Close Combat hits on stars as well. For this scenario the Finnish player must choose two infantries (not SWA units or Sniper) to place the Molotvs before cards are dealt.
