Historical Background: At the beginning of Operation Fall Blau, the 4th Panzer Army of General Hoth advanced towards Voronezh to cross the Don River and then turn South to encircle Soviet troops west of the river. The capture of the city was not the main objective but as German troops entered the suburbs of Voronezh, Feldmarschall von Bock ordered them to take it. However, Soviet troops put up a stiff resistance and the assault became a long and costly street battle. The 4th Panzer Army was eventually able to capture Voronezh by fighting from building to building using flame-throwers. It took several days, which delayed the timetable of the German operation. The stage is set, the battle lines are drawn, and you are in command. The rest is history.

Allied Player [Soviet Union] Take 5 Command cards.
Conditions of Victory: 7 medals. The Baltimor airfield hex and the railway station hex are each temporary Medal Objectives for the Axis player.
Special Rules: - Red Army rules (Nations 2) are in effect. - Place a badge on the 4 Axis Engineer units (Troops 4). These are units equipped with flame-throwers. - Urban Combat cards may be used in this scenario. - If you play with New Flight Plan, the starting number of air combat cards is amended for this scenario: 3 for the Axis, 1 for the Allies; in addition, Allied armor units only move up to 2 hexes. If you don’t use the New Flight Plan, then Blitz rules (Actions 15) are in effect.
